Executive summary

Rebuild the footbridge in 14 months without closing the river path on weekdays

The City asked for a replacement footbridge that keeps the riverside cycle route usable during works and lasts 120 years with low maintenance. Brightmoor proposes a weathering-steel bridge assembled off-site and lifted into place over two weekend closures.

Weekday access stays open through a temporary crossing 40 metres downstream, already discussed with the Ashvale cycling forum during the site visit.

  • Two weekend closures instead of a six-week shutdown
  • Off-site fabrication to cut on-site noise
  • One named engineer from survey to handover
14 months

Proposed programme from contract award to the bridge opening, including the design stage and two weekend lifts.

Answers by evaluation criterion

Our answers to the five evaluation criteria in section 4 of the RFP

Each answer follows the order and weighting of the City's scoring matrix. Open one to read the full response.

4.1 Technical approach (30%)

We will survey the existing abutments in the first month and reuse them if load tests confirm their capacity. The new deck is a weathering-steel box girder that needs no repainting.

The full method statement is in the file library as document 3.

4.2 Programme and phasing (20%)

Design takes four months, fabrication runs in parallel with abutment works, and the two lifts are scheduled for weekends outside the summer events calendar the City shared.

4.3 Public access and communication (20%)

A temporary crossing keeps the cycle route open on weekdays. Residents get two weeks' notice of each weekend closure through the City's newsletter and on-site signs.

4.4 Social value (15%)

Two engineering apprenticeships for Ashvale residents and a site open day for local schools during fabrication.

4.5 Price (15%)

Our fixed-price offer and the schedule of rates are in the commercial envelope, as required by section 6. They are not published on this microsite.
